Editorial Policies

Aim and Scope

The "Legal Bulletin of the Kuban State University" accepts for publication the manuscripts of novice and experienced authors containing relevant, new and original results of scientific and applied research in various fields of legal science, with the aim of their further development, solving urgent problems, interaction of scientists in Russia and others countries of the world.

This goal is achieved through objective monitoring of the features and ways of improving the current legislation of Russia, foreign countries, the practice of its application, legal technology.

Open Access Policy

"Legal Bulletin of the Kuban State University" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The decision to accept the manuscript for publication is made solely on the basis of the results of peer review and assessment of the scientific significance of the research presented.

The ethics of the reviewer is based on the obligatory review of all manuscripts submitted to the editorial office of the journal (with the exception of manuscripts that have not been accepted for consideration), objectivity, and compliance with the legal regime of intellectual property.

The type of review chosen by the editorial board of the journal is double blind (the identity of the reviewer is unknown to the author; the identity of the author is unknown to the reviewer).

The reviewer assesses the compliance of the title of the manuscript with its content, the quality of the abstract of the article and keywords, scientific novelty, theoretical and practical significance, the literature used, compares the presented research with the topic and scientific direction of the journal, expresses a judgment about the validity of the conclusions of the author (authors), reflects the positive characteristics of the manuscript and its disadvantages.

The review period is set depending on the need to ensure the high quality of the manuscript, but should not exceed four weeks.

Based on the results of the review, the manuscript may be: 1) rejected; 2) accepted for publication with a request to make corrections; 3) accepted for publication without the need for revision.

 

Publishing Ethics

The editorial board of the journal does not allow the publication of manuscripts, the content of which is prohibited by the legislation of the Russian Federation.

The ethics of the editor-in-chief, his deputy and members of the editorial board include ensuring the high quality of published materials, their content integrity, as well as prompt resolution of emerging issues.

The key criteria for the activities of these participants in the publication process are impartiality, objectivity and two-way anonymity in the matter of reviewing.

The ethics of the author (s) is subject to assessment on the basis of internationally accepted restrictions on plagiarism (provisions adopted at the 2nd World Conference on the Integrity of Scientific Research; provisions developed by the Committee on the Ethics of Scientific Publications).

These restrictions include the inadmissibility of infringement of copyright and related rights as a result of direct (textual) or veiled (meaningful) borrowing of scientific materials, ideas and research results.

Any form of plagiarism is unacceptable. When reviewing the manuscript, the editorial board of the journal verifies its material using the Antiplagiat software, non-exclusive property rights for the use of which have been granted by the Kuban State University.

The percentage of uniqueness / originality of the checked text of the manuscript must be at least 80%. Percentages (no more than 10) attributable to self-citation, legal terms, names of regulatory and judicial acts and "common expressions" reflected in the search module are excluded.

In case of revealed facts of gross violation by the author (authors) of the published manuscript of the rules of publication ethics, the editorial board of the journal reserves the right to retraction (recall) the manuscript of such author (authors). Information about retraction is communicated to the author (s) of the manuscript, posted on the journal's website, and sent to all databases in which it is indexed.

Publication in “Legal Bulletin of the Kuban State University" is free of charge for all the authors.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Legal Bulletin of the Kuban State University" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Legal Bulletin of the Kuban State University", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Sovremennaya revmatologiya" (the “Modern Rheumatology Journal”) we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
